Subtitle frame rate converter.
Subtitles made for a 25 fps (PAL) release drift about 2.5 minutes per hour on a 23.976 fps video, and vice versa. Subtitle files carry no frame-rate information, so players cannot fix it. Multiply every time by source fps ÷ target fps and it lines up. If the start is also off, add a shift with the sync tool afterwards.
