Questions

Does converting SMI to SRT break non-Latin text?
No. The file is read and written as UTF-8 in your browser. If the source is in a legacy encoding and looks garbled, re-save it as UTF-8 once and upload again.
What happens to ASS styles and positions?
Going to SRT/VTT, position tags like {\an8} are dropped and only italic/bold survive as <i>/<b>. SRT → ASS creates a Default style you can edit in Aegisub.
Is the timing preserved?
To the millisecond. ASS uses centiseconds, so rounding of up to 10 ms can occur in that format.
